Woodland Hills, San Fernando Valley · the first three seasons

The worst idea he had heard.
Talked over at a pancake house.

Joel Surnow first had the idea of a show with 24 episodes in a season, each an hour long, the whole season a single day.

When he rang Robert Cochran, Cochran’s first answer was that it was the worst idea he had heard and could never work. They met the next day at the International House of Pancakes in Woodland Hills to talk it through.

After Fox picked the series up, the CTU set, first built in a Fox Sports office for the pilot, was recreated in a studio in Woodland Hills. The same set served the first three seasons.

  • March 2001The pilot, filmed in Los Angeles for $4 million.
  • 6 November 2001The first episode, moved from 30 October after the September 11 attacks.
  • Season oneSplit screens arrive, born of all the phone calls. The editors want the boxes to overlap; the director Stephen Hopkins says no.

CTU, rebuilt twice.

Before the fourth season, production moved to an old pencil factory in Chatsworth, and the CTU set was redesigned.

The set was redesigned again before the eighth season. Other sets were built there too: Charles Logan’s presidential retreat for seasons five and six, and the White House bunker for seasons four and six.

The screens on the CTU set were purpose-built, hero displays and background screens alike, with playback operators triggering the graphics on the actors’ cues.

The series was meant to be filmed in Toronto, but Canada’s changeable weather led the producers to choose Los Angeles. The first six seasons are mostly set in Los Angeles and nearby California, in real and fictional places; Washington appears in parts of seasons four, six and seven.

Downtown Los Angeles · Downtown Los Angeles

In October 2007 the producer Michael Klick said the Washington season had sent the crew to places they had never used before, downtown Los Angeles among them.

For season eight, set in New York, TV Guide reported in April 2009 that most of the New York scenes would be shot in Los Angeles, with a few establishing scenes in Manhattan.

There were at first no plans to film in New York at all, because of the budget; in the end some scenes were shot there.
