The stairs were built for it
Then & Now Movie Locations lists the Shaman’s Vision Quest (later Merlin’s Forest) as built only for the film and taken down after filming.
The same list says the stairs young Adelaide walks down to the fun house were built for the movie, and that no such stairs exist.
Wikipedia says the Tethered live in an underground facility reached through a secret entrance in the Boardwalk funhouse.
